Naked man dies after police use stun gun to subdue him
Kaukauna - A man died after Kaukauna police attempted to subdue him with a stun gun.
The Appleton Police Department is investigating what led to the death of the man who had been running naked through downtown Kaukauna at about 5 a.m. Saturday.
The Post-Crescent reports when police reached him, he was sweating profusely and made claims of being covered in snakes and of being dead.
Police called an ambulance but the man became agitated when the ambulance arrived and ran away.
Officers were initially unable to restrain him and used a stun gun to subdue him while medical personnel treated him, but he was pronounced dead at a hospital.
An autopsy will be performed to determine why he died.
Police later found evidence of drug use at the man's apartment.
Designation as torture device
The United Nations Committee Against Torture (UNCAT), an agency charged with overseeing the application of the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, arrived at the conclusion on November 23, 2007, that the use of the electric pulse Taser gun constitutes a "form of torture" and "can even provoke death." The U.N. has thus declared: "TASER electronic stun guns are a form of torture that can kill.[11] 'RESIST CARDIAC ARREST' (RCA), a British Human Rights campaigning group was inaugurated in February 2010 to encourage the British Government to ratify the UNCAT and discontinue taser usage in Britain. To date, the British Government and Police have been unwilling to communicate with RCA on the issue of the UNCAT.
The taser gun has replaced the cattle prod for torture and crowd control by local police..
