A Harlingen Water Works Board quorum (the Board Chairman and 3 board members) attended the April 6, 2011 meeting of the Harlingen City Commission. The Water Works Board failed to give/post a 72 hour notice to the public on their HWWS website, the City of Harlingen website, or the City of Harlingen Bulletin Board at city hall, that they would be holding a joint session with the Harlingen City Commission on April 6, 2011. This violated the Texas Open Meetings Act. The above video shows the HWWS attorney, the HWWS General Manager (Darrell Gunn), the HWWS Board Chairman (Kevin Campbell), and two HWWS Board members (Cris Villarreal and Richard Uribe) sitting together at the front of the Harlingen City Commission meeting. Villarreal and Campbell addressed the commission during the meeting. (notice the date and time stamp on video) Another HWWS board member (Rick De Los Santos) was in attendance at the meeting and earlier spoke on another issue. All but HWWS board member Neil Haman was observed at the Harlingen City Commission meeting on April 6, 2011.
