If you look at the qualifications section of the above City of Harlingen job opening announcement you will notice that you are required to "SPEAK SPANISH FLUENTLY" to apply for the position.  Probably 30% of those eligible to apply for this position who live within 25 miles of Harlingen, do not speak spanish fluently if at all!  This is reverse discrimination against english speaking applicants interested in this position.  This is code words for "hispanics only" need apply.  Notice at the bottom of the job announcement:  "THE CITY OF HARLINGEN IS AN EQUAL EMPLOYMENT OPPORTUNITY/DRUG FREE EMPLOYER."
