HARLINGEN POLICE CAPTAIN MICHAEL KESTER
The City of Harlingen has an interim police chief. City leaders met and approved to make Harlingen Police Capt. Michael Kester as interim police chief. But the decision was not made without controversy. After about 25 years on the force, Harlingen Police Chief Danny Castillo is retiring in mid-February but claims he was forced to resign for political reasons. Critics said they more effective leadership for the police department and that Castillo could have stayed with the rank of lieutenant but chose to resign. Both supporters and critics of Castillo attended and spoke at the meeting. Kester is expected to take over after Castillo leaves in mid-February

The unofficial word is that Castillo will supplement his retirement pay with a check from Walmart. He's apparently taken a job there as a security officer. Word also is that his brother will be joining him. Remember, though, it unofficial.

Kester, like the rest of the police officers at the hpd. Are not qualified to be chiefs. These guys are not smart enough, and have too many friends within the dept. to be effective.
Kester is a good officer, supervisor and administrator. He will do a good job.
