Eisenhower signed into law the first civil rights bill to pass Congress since Reconstruction. 1965 Sandy Koufax of the Los Angeles Dodgers pitched a perfect game in a 1-0 victory over the Chicago Cubs. 1971 Prisoners seized control of the maximum-security Attica Correctional Facility near Buffalo, N.Y., beginning a four-day siege that claimed 43 lives.
