WHY WAS THIS EMPTY DOWNTOWN HARLINGEN PARKING LOT REALLY BUILT?

If you are implying the parking lot was built to service the new business and condominiums at the old Reese building, then I think you are off track. Who in their right mind would park two blocks away to start with. Secondly, the parking lot is in a bar district. I know I would not leave my car there unattended for an hour while I was having a meal in a restaurant, and for sure I would not park it there overnight. The parking lot services the little park with the ugly mural and businesses in the bar district. I will agree that it is over built for current needs, but when it was planned there were those that hoped to turn the bar district into an ‘entertainment district’ like McAllen’s.
Get your facts straight! The parking lot was built to look at the mural painting of hunter Dial Duncan on the wall. Some people stare at it for hours, thus the need for a 70 stall parking lot.

The mural was made only to remedy the problem that was leaving out a majority of Harlingen's poplualtion or mention in the book.
And yes. It is probable that the lot was built for parking for the current development. The way these SOB's plan things I would not at all be surprised if someone leaked the truth.
Calling downtown Harlingen a metro area is a long stretch, a very long stretch. Would you leave your vehicle parked there over night or over the weekend? It is closer to two blocks if you are going to the front entrance of the Reese. Both murals are ugly, and it is not racist to think so. When it comes to art everybody knows what they like, even a monkey. I would have preferred a statue of one of the early Hispanic founders of Harlingen. Please Fred, give it a rest on that stupid book, it was a vanity book designed to raise a little money. Anyone with the moo-la could get in it, they didn't care who or what a person was, it was all about the money. As for the painting, I don't like it except for the surprised look on Edna Tamayo's face.
Was making a comparison on how far people have to walk in the bigger cities. I was vague. Not saying that Harlingen is in any way a metro are. The fools that have been in control for so long screwed that up a long time ago. The book is partisan to whites. Anyone can see by just looking through it and I am not this Fred person. I do agree with you about the wall art. The lady does have an awful expression. Like I said she looks like she is being goosed.

It is actually less than a block from the Reese Building. It sits empty 98% of the time year round. No bars near it.

Actually now that I think about it. This area is patrolled and passed by law enforcement quite often. A rather safe place to park.
